"And we will do this by tracking down the crooked businesses and running them out." But such crackdowns are not enough, he acknowledges. East Cleveland needs money to make a change, and efforts to lure development have been elusive. "It worries me," Onunwor says. "We need jobs, industry. Things will change, but they will not happen right away.

Onunwor resides in one of them with his wife, Pamela. Condemned and abandoned structures will have to be restored to market condition or else the city will seize them, says Onunwor, who doubles as the city's safety director.

"We will go after them aggressively," says Onunwor, who was City Council president until elected mayor. "They have a choice to rehabilitate those homes and rent them to good citizens, or rehabilitate them and sell. them."
